Annual Compliance Audits for Underground Storage Tanks

As you are aware, the State of Ohio Bureau of Underground Storage Tank Regulations (BUSTR) has implemented an “Operations Compliance” requirement (rule 1301:7-9-08(G)(1) that states that all owners and operators of Underground Storage Tanks must perform ANNUAL checks of their underground storage tank systems and attest to the findings on a form that must be maintained by the owners for 5 years.
In effort to assist UST owners, BUSTR has prepared a 38 page guidance document that details the steps needed to be taken during an audit. However, BUSTR requires that the inspection be performed by a qualified individual who is familiar with the components of the system, and qualified to troubleshoot the equipment
GCADA has made arrangements with Collins Equipment to perform the required inspections based on Collins Equipments’ 67 years of experience in installing and maintaining fuel systems. Collins will complete the inspection for GCADA members for the member price of $386.00 per site. Dealers with more than one tank will be charged an additional $95.00 per additional tank.
These inspections must be completed by December 31, 2010 and any deficiencies must be repaired promptly. Each Dealership receiving an inspection from Collins Equipment will receive a completed inspection checklist electronically and repair recommendations if necessary. Dealers should be advised that the State of Ohio has reserved the right to levy fines on out-of-compliance sites.
Please remember, these requirements only apply to UST’s. The compliance regulations for Above Ground Storage Tanks (AST) are still under review by the EPA and have a final compliance date of MID-2011. GCADA recommends that any dealer who is yet to have their annual BUSTR compliance performed contact Collins Equipment as soon as possible.
